RC San Fernando La Union and LTFRB Explore Partnership in 8th Luncheon Meeting

The Rotary Club of San Fernando La Union (RCSFLU) held its 8th Regular Luncheon Meeting on September 2, 2025, at the Crete Function Room, Thunderbird Resorts, Poro Point, San Fernando City, La Union, with RD Cristal Sibayan of the Land Transportation Franchising and Regulatory Board (LTFRB) Region 1 as guest speaker.

In his address, RD Sibayan discussed the Public Utility Vehicle (PUV) Modernization Program (PMP), underscoring the government’s push for safer, more efficient, and environmentally sustainable transport systems. He emphasized that modernization is not only a regulatory goal but also a community concern, requiring awareness, collaboration, and understanding among stakeholders.


His insights opened doors for possible collaboration between RCSFLU and LTFRB in raising public awareness about transport modernization and its benefits to commuters and communities. This aligns with Rotary’s mission of service and its call to Unite for Good, where civic organizations and government agencies join forces for the common welfare.

President Alvin, together with the members, expressed support for exploring these partnerships, recognizing that Rotary’s community reach and LTFRB’s policy mandate can complement each other in projects related to safety, education, and public information.


The luncheon meeting also tackled club updates, including upcoming projects in line with September’s Rotary theme of Basic Education and Literacy Month, as well as preparations for the Financial Literacy Seminar.

More than just a gathering, the meeting served as both a venue for fellowship and a platform for dialogue—proving that effective service thrives on collaboration, whether within Rotary or in partnership with agencies like LTFRB.
