RC Metro Kalibo Partners with Tambuan Elementary School and Northwestern Training Center for TESDA Mobile Electrical Training Program

On July 24, 2026, in a major effort to advance local economic and community development, the Rotary Club of Metro Kalibo (D3850) has officially entered into a Tripartite Memorandum of Understanding (MOU) with Tambuan Elementary School (TES) and Northwestern Training Center (NTC), Inc.

​This strategic partnership formalizes the launch of a TESDA Mobile Training Program in Electrical Installation and Maintenance (EIM) NC II, designed to provide technical-vocational skills directly to community members. Hosted by Tambuan Elementary School in Malinao, Aklan, the initiative will empower 25 beneficiaries—including out-of-school youth, unemployed adults, and low-income individuals, with hands-on competency training aligned with TESDA standards.

Driven by a shared commitment to community welfare, the initiative originated when Tambuan Elementary School Principal Joven I. Iledan sought proactive ways to support his local community in Tambuan. Recognizing the ongoing hardships faced by out-of-school youth and adults who were displaced during the pandemic and struggled to secure employment, Principal Iledan reached out to Rotary to establish a partnership that brings direct, accessible skills training straight to the neighborhood.

The key signatories were, RCMK Pres. Leo Franklin Magno, NTC Owner Ms. Fe Marie Magno, and TES Principal Mr. Joven I. Iledan, witnessed by, RCMK Project Lead PP Megs Lunn, and Teacher Rosita Iledan.

​To ensure long-term self-reliance, the project goes beyond classroom instruction, like trainees will receive complete sets of basic electrical tools from the Rotary Club of Metro Kalibo to practice skills during training and retain them post-graduation for immediate employment or small enterprise startups, and then participants will be prepared for official TESDA NC II assessment to improve employability in residential, commercial, and industrial settings. For sustainability, graduates will benefit from employment referrals, industry connections with local contractors, and livelihood orientation.
