ASEAN Carbon Market Sustainability Council, Inc. (ACSMCI) Launched to Lead Climate Action in ASEAN

The ASEAN Carbon Market Sustainability Council, Inc. (ACSMCI) has officially been established as the first and only council in the Philippines dedicated to advancing the governance and development of carbon markets in the country and across the ASEAN region.

Bringing together policy leaders, technical experts, civil society, the private sector, and Rotary Clubs, ACSMCI aims to strengthen sustainability efforts through carbon trading, climate finance, and multi-stakeholder collaboration.



Newly Elected Officers

Chairman: Dr. William D. Dar, Former Secretary of Agriculture

President: UCP Sheryll Ann Mesina

Secretary: PN Alicia M. Santos

Treasurer: UCP Raoul Creencia

PRO: PE Angelo Vargas

Council members include DGN Mache Torres, UCP Allen Rios, and UCP Cristina Allada.


In partnership with the Climate Change Commission and Commissioner Albert Dela Cruz, ACSMCI aligns its initiatives with both national climate strategies and global commitments.


Mission and Core Functions


ACSMCI is committed to:

  • Governing and guiding carbon market systems in the Philippines and ASEAN.

  • Supporting policy development and capacity-building.

  • Educating communities, businesses, and LGUs on carbon markets.

  • Advocating for climate justice, environmental integrity, and green livelihoods.


By promoting transparent and equitable carbon trading, ACSMCI ensures that benefits reach not only corporations but also local communities, driving sustainable and inclusive growth across the ASEAN region.
