Freeing Pathways: Jail Decongestion Project 2025

On September 13, 2025, the Integrated Bar of the Philippines Caloocan Malabon Navotas (IBP
CalMaNa) Chapter spearheaded the Freeing Pathways: Jail Decongestion Project 2025 at
Caloocan City Jail. The initiative was organized in partnership with the Rotary Club of Pasig
South, Rotary Club of Pasig, and the Caloocan City Jail. The project aimed to promote justice,
fairness, and access to legal remedies for Persons Deprived of Liberty (PDLs), while also
addressing their immediate health and welfare needs. In total, 200 PDLs received hygiene kits, while 100 were provided with legal assistance.
One highlight was the distribution of hygiene kits, which included towels, alcohol, soap,
shampoo, toothpaste, toothbrushes, and sanitary pads for women. To adapt to the strict
requirements of the detention facility, the clubs provided finger toothbrushes instead of standard ones, as regular toothbrushes may be considered potential weapons. Meanwhile, bottles of alcohol were not handed out directly to PDLs; instead, they were turned over to the BJMP clinic to ensure proper use. This initiative supports Rotary’s focus on Disease Prevention and Treatment by promoting hygiene and wellness in a challenging environment.
Another vital aspect of the project was the free legal aid offered by IBP CalMaNa lawyers,
supported by GP Arnel Victor Valeña of the Rotary Club of Pasig South, along with Atty. Maria
Eugenia “Genie” Salvaña, sibling of Spouse Gracie Valeña.
The legal team guided PDLs regarding their detention status. Some were discovered to have already completed their sentences but remained incarcerated due to incomplete documentation, and steps were taken to resolve these cases. This aligns with Rotary’s focus on Peacebuilding and Conflict Prevention.
In recognition of their contribution, the Rotary Club of Pasig South received a Certificate of
Appreciation and a boat miniature, one of the PDLs’ products, from Caloocan City Jail.
The Freeing Pathways Project demonstrated how collaboration among IBP CalMaNa, Rotary
Clubs, and institutions can create meaningful impact—bringing hope, dignity, and opportunities for rightful freedom to those in need.
