RC San Fernando La Union and PDG Rudy Nisce Foundation strengthen Partnership for Expanded Livelihood Program

The Rotary Club of San Fernando La Union (RCSFLU) and the PDG Rudy Nisce Foundation reaffirmed their shared commitment to community empowerment during a coordination meeting held on April 11, 2025, at 3:00 PM at the Rang-ay Bank Conference Room.
The meeting focused on preparations for an upcoming joint livelihood project, building on the success of their ongoing “Sparks of Skills” program. Now on its second year, the program—implemented in partnership with TESDA—has provided practical and in-demand technical-vocational training such as welding courses to numerous community beneficiaries.
In line with Rotary’s Area of Focus on Community Economic Development, RCSFLU and the Foundation are now exploring ways to scale up the initiative. One of the key points of discussion was a potential collaboration with Don Mariano Marcos Memorial State University (DMMMSU) to broaden training resources and reach more participants through additional technical support and facility access.
Significantly, the meeting also opened the possibility of including Persons Deprived of Liberty (PDLs) as beneficiaries—extending the project's impact to those in correctional facilities, offering them a second chance through skills development and livelihood training.
